Comments: Richard began his career with the City of El Paso Environmental Services Department in 2003 as an Industrial Engineer Associate I and in 2004 was promoted to Industrial Engineer Associate II.  Over the next 16 years until his untimely passing in 2020, Richard was instrumental in managing every division of Environmental Services.  He work in Collections, Landfill, Beautification and his final position was his promotion to Code Manager where he oversaw approximately 75 officers.  The Code officers worked diligently under Richard’s command to enforce all City Municipal codes with special emphasis on nuisances such as weeds, trash and outside accumulation of materials.  He truly spent his career keeping El Paso Beautiful.  Richard was a kind, funny, smart and dedicated husband, father, boss and friend.  All who met him loved him.  He is missed.

We will not forget you, Richard Adams.
